The territory has an estimated 2,35,886 persons with disabilities in a total population of 16,753,235. The government of Delhi NCT implements one scheme under General Entitlements, one scheme under Education, four schemes under Skill Development & Employment, three schemes under Social Security, Health, Rehabilitation & Recreation, one scheme under Accessibility, three schemes under Certification and two schemes under Schemes & Policies for Organisations & Individuals for Disabilities. 1. State Policies for Persons with Disabilities a. Delhi NCT has framed the Delhi Persons with Disabilities (Protection of Rights, Equal Opportunities and Full Participation) Rules 2001. b. The state has framed the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Rules 2000. 2. General Entitlements a. Persons with disabilities who are owners of vehicles are exempted from payment of road tax.

Delhi NCT provides three per cent reservation in direct recruitment for Grade A, Grade B, Grade C and Grade D state government posts for persons with disabilities. b. Three per cent of the vacancies in case of promotion to Group D and Group C posts in which the element of direct recruitment, if any, does not exceed 75 per cent, shall be reserved for persons with disabilities. c. Upper age relaxation in direct recruitment for persons with disabilities is given as listed below:

Relaxation in age-limit shall be applicable irrespective of the fact whether the post is reserved or not, provided the post is identified as suitable for persons with disabilities. d. The government provides persons with disabilities five per cent reservation in allotment of DDA shops and kiosks. Persons with disabilities are also provided two per cent reservation in allotment of municipality shops.

Go to top 6. Social Security, Health, Rehabilitation and Recreation a. Financial assistance of Rs. 1500 per month is provided to persons with disabilities up to the age of 60 years under the 2009 scheme. b. Financial assistance to persons with disabilities above the age of 60 years under the scheme of Old Age Assistance.

Beneficiaries will be automatically transferred from the disability pension scheme to old age pension scheme upon reaching the age of 60. Upon reaching the age of 70 years, beneficiaries will be automatically transferred to the higher assistance category.

2 Social Welfare Department • Old age pension for disabled persons aged above 60 years. • Should have resided in Delhi NCT for the last five years. • Total family income should not exceed Rs.60,000 per annum. • Should not be in receipt of pension from any other source. • Should have a singly operated account in a bank in Delhi to receive pension through ECS. • Minors / mentally challenged persons can have a joint account with their guardians. • Rs. 500 is provided additionally to persons belonging to SC / ST /minority categories.
3 Social Welfare Department 1% reservation in allotment of DDA plots.
Go to top 7. Accessibility a. DTC issues free passes for persons with disabilities. Escorts for persons with visual impairment are given 50 per cent concession.

Persons with disabilities are issued disability identity cards at the offices of the sub-divisional magistrates under whose jurisdiction they reside from 9.30 a.m. to 6.00 p.m. on all working days. b. Persons with disabilities may also apply for disability identity cards at the offices of the Deputy Commissioner / Additional Commissioner (Disabilities) of their respective districts. c. Documents required: • Filled-in application form. • Attested photocopy of first three pages of ration card showing proof of three years residence in Delhi. • Attested photocopy of disability certificate from authorised medical hospital. • Two passport size photographs – one should be attested by a gazetted officer. • Ration card to be produced at the time of submitting application. • For issuance of duplicate identity card, Rs. 10/- to be deposited with the cashier of District and the receipt should be attached with the application form.
2 Social Welfare Department Office of Dy Commissioner / Addl. Commissioner (Disabilities) may be approached for issuing disability identity cards for disabled persons in their respective district.

Go to top 9. Schemes & Grants for Organisations & Individuals for Disabilities a. All voluntary organisations working for persons with disabilities will have to register with the Joint Director (Social Welfare) to be recognised by the Social Welfare Department. b. The Department of Social Welfare organises disability camps annually in association with government hospitals, DTC, Department of Education, Office of the Divisional Commissioner, National Trust, Indian Railways and disability NGOs. The following services are provided at the camps: • Disability certificate from the government hospital of the area • DTC passes • Identity card from the office of the DC • Registration in integrated school • Railways concession pass • Services for autism and cerebral palsy o Aids and Appliances o Forms to avail various schemes
